Interim Specification Writer – Total Estate Management Procurement

Location: London

Day rate: Circa £600 outside IR35

Contract period: 16 November 2026 – 30 July 2027

Working pattern: Five days per week for an initial 12-week delivery phase, followed by ad hoc working days.

MLC Partners is working with a London-based public sector organisation to recruit an experienced Interim Specification Writer to support the procurement of specialist consultancy services across its estates portfolio.

The assignment will focus on developing a consistent suite of outcome-based, procurement-ready service specifications covering Total Estate Management, Planning, Archaeology and Arboriculture, alongside reviewing and enhancing an existing Legal Services specification.

Key responsibilities

• Develop clear specifications defining service requirements, responsibilities, interfaces, performance expectations and governance arrangements.
• Work with operational, technical, commercial, procurement, legal and end-user stakeholders to capture requirements and review existing service arrangements.
• Standardise the structure, terminology, performance measures and level of detail across the specifications.
• Review and enhance the existing Legal Services specification.
• Produce documentation that supports compliant public sector procurement and effective contract management following award.

About you

You will be an experienced specification writer who can translate complex service requirements into clear, structured documentation. You should be comfortable working across technical and commercial teams, gathering requirements and developing specifications aligned with operational needs and public sector procurement principles.
