Interim Adult Social Care Consultant

3 Days per Week | 3-Month Contract | Predominantly Remote

An opportunity has arisen for an experienced Adult Social Care Strategic Commissioner to lead the refresh and redevelopment of Market Position Statements (MPS) for a large local authority.

Following changes to the Adult Social Care operating model, the authority is seeking a consultant to review existing market intelligence, engage stakeholders and develop a new suite of evidence-based Market Position Statements aligned to its three key service pillars:

• Care & Support for Over 65s
• Care & Support for Under 65s
• Prevention

The Assignment:

Working closely with commissioning colleagues, you will:

• Review existing Market Position Statements and supporting documentation
• Analyse quantitative and qualitative data relating to demand, provision, future needs, and market sustainability
• Undertake horizon scanning to identify emerging trends, challenges, and opportunities
• Engage providers, partners, and key stakeholders to test findings and inform future priorities
• Facilitate market engagement and co-design activity where required
• Translate evidence into clear commissioning intentions and market messages
• Navigate governance processes and support internal review and approval arrangements
• Produce high-quality, accessible Market Position Statements that provide a clear framework for future market development

Essential Experience

We are particularly interested in hearing from candidates who have:

• Led the development or refresh of Adult Social Care Market Position Statements
• Significant strategic commissioning experience within local government or the wider public sector
• Strong research and analytical skills, including interpretation of quantitative and qualitative data
• Experience of market analysis, market shaping, and stakeholder engagement
• Knowledge of Adult Social Care policy, commissioning, and provider markets
• Excellent report-writing and communication skills
• A proven ability to work independently and deliver at pace

Contract Details

• Duration: 3 months
• Commitment: Approx. 3 days per week
• Location: Largely remote, with occasional attendance if required
