We are currently recruiting for a Head of Rent and Service Charges to join a leading housing organisation operating across Buckinghamshire, Bedfordshire, and Hertfordshire. This is an excellent opportunity for an experienced housing professional to provide strategic leadership across rent setting, service charge management, regulatory compliance, and customer transparency within a large and growing organisation.

Working closely with senior leadership, finance, asset management, residents, leaseholders, and external stakeholders, the successful candidate will play a key role in ensuring robust rent and service charge processes, financial sustainability, and exceptional customer outcomes.

Head of Rent and Service Charges - Duties and Responsibilities:

• Lead the annual rent and service charge setting process across all tenures, ensuring compliance with regulatory and contractual requirements
• Oversee the accurate preparation and timely distribution of year-end service charge statements
• Drive transparency through accurate billing processes and clear communication with residents and leaseholders
• Ensure rent and service charge enquiries, disputes, and complaints are resolved effectively, embedding continuous improvement initiatives
• Monitor budgets, identify financial risks and opportunities, and support value-for-money objectives across services
• Collaborate with Finance and Asset Management teams to forecast service charge income and expenditure accurately
• Develop and monitor performance indicators to improve operational effectiveness and customer satisfaction
• Act as the organisation's subject matter expert for rent and service charge matters, building strong internal and external stakeholder relationships
• Lead, develop, and motivate the Rent and Service Charges team, creating a culture of high performance and accountability
• Ensure compliance with financial regulations, internal controls, policies, and procedures whilst supporting organisational change initiatives where required

Head of Rent and Service Charges - Ideal Candidate:

• Proven experience managing rent and service charge functions within a housing association, local authority, or residential property environment
• Strong knowledge of housing regulation, rent setting frameworks, and service charge legislation
• Experience leading and developing high-performing teams within a customer-focused environment
• Demonstrable experience driving operational improvements, efficiency programmes, and service enhancements
• Good understanding of accounting principles, financial controls, budgeting, and cost recovery processes
• Degree in Finance, Housing, or a related discipline, or equivalent relevant experience
• Excellent stakeholder management skills with the ability to influence and engage at senior leadership level
• Strong analytical and problem-solving skills with advanced Microsoft Excel capabilities
• Experience leading organisational change or technology-driven transformation programmes would be advantageous
