Health and Safety Compliance Officer – Waste Services

On-site only – 5 days per week (non-negotiable)

Primarily based at the Waste Services Unit, with occasional attendance at Rugby Town Hall

Contract: 6 months

The Role

Rugby Borough Council is seeking an experienced Health and Safety Compliance Officer to support the delivery of safe, compliant, and high-quality waste and recycling services across the borough.

This is a highly operational role requiring a strong on-site presence, working closely with frontline teams to ensure statutory health and safety compliance, investigate incidents, and actively promote a positive safety culture.

The postholder will also support monitoring and investigative activity, including the use of CCTV systems where appropriate.

Key Responsibilities
  • Ensure waste and recycling operations comply with UK health and safety legislation and Council policies
  • Undertake risk assessments, inspections, and audits across operational sites
  • Investigate incidents, near misses, and safety concerns, producing clear reports and recommendations
  • Work closely with frontline staff and managers to embed safe working practices
  • Support operational monitoring, including reviewing CCTV footage where required
  • Provide practical, solutions-focused health and safety advice in a high-risk operational environment
Essential Requirements
  • Proven experience working in a health and safety role within a high-risk operational environment
  • Strong working knowledge of UK health and safety legislation
  • Experience undertaking risk assessments and incident investigations
  • Excellent communication and influencing skills, particularly with frontline staff
  • Ability to work independently across multiple operational environments
  • Ability to commit to 5 days per week on-site
Desirable
  • Experience within waste services and/or local government
  • NEBOSH General Certificate or equivalent qualification
  • Experience using CCTV systems for monitoring and investigations
