Join our team at the Counter Terrorism Operations Centre as a Business Change Manager. This role is crucial for driving significant changes within the organisation, focusing on enhancing ways of working and ensuring smooth transitions and adoption of new practices. The ideal candidate will have a strong background in delivering hands-on business change, particularly in environments that require high security clearance.

Location: London, SW1A

Contract: Until September 2026

Payrate: £550 Umbrella / £420 PAYE

Requirements: You must be able to go through a security clearance which can take up to 6 weeks to be completed

Day-to-day of the role:

  • Lead the delivery of business change initiatives, focusing on operational and cultural shifts within the organisation.
  • Conduct comprehensive stakeholder analysis and manage communications effectively to ensure buy-in and support for changes.
  • Perform detailed change impact assessments and design tailored change management interventions.
  • Manage resistance and facilitate the adoption of new practices through strategic planning and stakeholder engagement.
  • Influence stakeholders at all levels, managing difficult conversations and fostering a positive environment for change.
  • Facilitate workshops, deliver training sessions, and provide continuous support throughout the change process.
  • Ensure compliance with high security and confidentiality standards during all phases of project implementation.

Required Skills & Qualifications:

  • A professional Change Management qualification (e.g., Prosci Change Practitioner, APMG Change Management Practitioner).
  • Proven experience in a hands-on role delivering business change, with a focus on behavioural and cultural change rather than just IT implementations.
  • Demonstrable knowledge of key business change activities including stakeholder management, change impact assessment, and benefit realisation.
  • Experience in implementing people-centric changes, managing resistance, and encouraging new ways of working.
  • Current UKVS DV clearance is essential; NPPV3 clearance is desirable and can be processed following contract offer.

Challenges & Background Experience:

  • The role demands a professional who understands the complexities of the change portfolio and the increasing need for contractor Business Change Managers due to challenges in hiring permanently.
  • Ideal candidates will have experience in law enforcement or national security environments, with a focus on project delivery and people change management.
  • Experience in Change Management capability development and continuous improvement is highly regarded.
  • Candidates should be prepared to support a range of projects with different types of deliverables, particularly in high-security environments.
