We are seeking a Finance Officer (Systems Control) to lead on all aspects of financial systems administration, including contracts, controls, maintenance, reporting, and training. This role is crucial in ensuring that financial systems and controls are effectively managed and comply with all relevant regulations and procedures.

Day-to-day of the role:

  • Lead on the administration of financial systems, ensuring adherence to the agreed approval process and maintaining authorisation/access levels.
  • Responsible for accurate and timely data input across various financial systems including creditor, debtor, nominal, bank, and payroll.
  • Work within the financial control framework to ensure robust controls are in place and followed, supporting all financial system-related processes.
  • Technically lead on financial systems controls such as nominal ledger, purchasing/procurement, accounts payable, accounts receivable, budget planning & monitoring, payroll, cash, and banking systems.
  • Administer and manage financial systems to ensure compliance with standing orders, financial regulations, and agreed procedures.
  • Lead the delivery of financial system control training, ensuring materials are user-friendly, current, and accessible.
  • Provide support to the Finance team, particularly in budget planning and system reports for in-year monitoring/reporting of financial positions.
  • Assist the Group Financial Accountant with the production of Annual Accounts and system-related year-end procedures.

Required Skills & Qualifications:

  • Part-qualified or working towards qualification or experienced as an Accounting Technician/accountant.
  • Degree or equivalent relevant experience in financial systems control.
  • Strong understanding and demonstrable experience of financial systems, processes, and internal controls.
  • Deep understanding of financial procedures within a Local Authority environment.
  • Practical knowledge of financial reporting standards and CIPFA/IFRS Code.
  • Previous financial controls experience within a public sector setting.
