Salary: £50,000-£60,000 (depending on experience) + OTE

Role Overview

An exciting opportunity for a highly driven, commercially astute Commercial Development Manager to join a growing organisation that plays a pivotal part in scaling the business, with ownership of building and converting a strong public sector and commercial pipeline.

The successful individual will take responsibility for identifying opportunities early, developing trusted relationships with senior decision-makers, and positioning the business as a preferred partner across sectors such as education, healthcare, local authorities, and social housing.

This is a senior high-impact role, working closely with technical, bid, and leadership teams to maximise contract awards.

Key Responsibilities

  • Develop and execute a targeted business development strategy focused on public sector and commercial contracts
  • Proactively identify opportunities ahead of formal tender release through market intelligence, networking, and relationship-building
  • Build and maintain strong relationships with public sector bodies, framework providers, and procurement stakeholders
  • Manage the full commercial sales cycle from early engagement through to contract award
  • Track and manage pipeline performance, conversion rates, KPIs, and forecasting
  • Collaborate with bid, technical, and senior leadership teams to improve win rates
  • Maintain accurate CRM records and provide regular performance and market insight reporting
  • Drive repeat business and long-term client value

Required Experience

  • Proven track record in winning public sector and/or large commercial contracts
  • Strong understanding of public procurement processes, frameworks, and tendering
  • Experience managing complex sales pipelines, bids, and client relationships
  • Ability to influence and build credibility with senior stakeholders
  • Highly organised, commercially sharp, and data-driven
  • Strong CRM, reporting, and stakeholder management skills
