Business Support Manager (Financial transformation projects)

Positive Employment is currently recruiting for a Business Support Manager for our client a government organisation in Lambeth, London.

The successful post holder will lead, manage, deliver and support a organisational wide expenditure control process which ensures the organisation meets its financial objectives in a consistent and highly effective manner. To embed the governance and oversight arrangements and to ensure compliance with the spending controls through to service directorate delivery.

This role is a temporary contract initially for 3 months with the possibility to extend. This role is hybrid working with two days in office; three days from home.

Duties and Responsibilities but not limited to:

  • Lead on and deliver organisational -wide finance transformation projects, as instructed by the Corporate Director of Finance.
  • Work with the Corporate Director of Finance to embed a robust governance arrangements for controlling spending across the organisation.
  • Be responsible for publicising and advising on processes for monitoring and scrutinising all spend across the organisation to ensure prudent expenditure and value for money for residents.
  • Build relationships and be able to work flexibility with a range of stakeholders across the organisation to embed awareness of and compliance with the new process, more consistent ways of working and high quality outputs.
  • Engage with service directorates to ensure a consistent approach across the organisation to procuring and commissioning services.
  • Track and develop clear reporting on the organisation's spend on a monthly, quarterly and annual basis, ensuring transparency for the public and internal grip on performance against allocated budget.
  • Produce and maintain guidance for service directorates on ensuring effective spend controls are in place.
  • Coach service directorates in good practice in producing and planning directorate expenditure.
  • Hold and lead workshops to support service directorates to publicise and embed good spending practices.

Personal Requirements:

  • Project management qualification (such as Prince2) or relevant project delivery experience (Desirable).
  • Detailed knowledge of current issues affecting local authorities.
  • Detailed knowledge of business planning processes and methodology.
  • Experience of delivering complex projects.
  • Track record of building relationships with a wide range of stakeholders, including those at a senior level and the ability to challenge, coach and advise.
  • Experience of working in a complex and political environment.
  • Experience of working in multidisciplinary teams where influence, negotiation and persuasion are needed to achieve successful outcomes.
  • Experience of supporting and delivering projects and programmes, including workshop and meeting facilitation.
  • Experience of devising and maintaining performance reports, digests, dashboards and other tools.

Working Hours: 37hrs / Monday - Friday

Pay: £282.65 per day

Please note this role is within the scope of IR35.
